Allocation of dutch ISIN for warrant traded in Germany

we have a dutch customer who wishes to issue warrants
for the german market. Wertpapiermitteilungen in Germany have informed us, that as our client is dutch he needs dutch isin codes, these having to be applied for in Holland. Having spoken with Euronext in Amsterdam I was told that this was only possible if the stock was traded on the dutch market. As it is not,
they cant issue us with ISIN codes.
Therefore technically as it stands we can not issue warrants for our client, as we are unable to get any isin codes. But this can not be, so could someone please help me solve this problem.
