Allocation of ISIN's for indices

One information supplier is quoting a German Number (WKN) & an ISIN against the CAC 40 index. I queried why an index would have security codes allocated and was told it was valid. WKN is 969400 & ISIN is XC0009694008.Can anyone shed any light on this? Are all major indices allocated ISIN's?
