Working Groups and Task Forces

Since its foundation in 1992 ANNA's tasks have been growing constantly. In order to structure the work of all existing Task Forces, ANNA decided to categorize the existing Task Forces into two categories:

Working Groups (WG) and Task Forces (TF)

While WG's are permanent and looking into strategic matters, TF's should present their results to the General Meeting in a limited period.

At present three Working Groups are in operation.

WG1 (Assisting Markets)
WG2 (ISIN Quality and Guidelines)
WG4 (Emerging ANNA members)
Task Force 19 (Licensing matters) - currently inactive
Task Force 20 (Implementation of future standards)

Working Group 4: WG4 (Emerging ANNA Members)

The “Emerging ANNA Members Working Group -WG4” was established in 2000. The main objective of this Group was to provide a platform for exchange of ideas, thoughts and information on individual market practices, which helps the emerging ANNA members to get to know each other much better and leads them to further cooperation.

The last meeting of WG4 was held in Istanbul in 2000. At that meeting, besides all the exchange of information and development of ideas for future co-operation, members of the group focused on extending the GIAM II membership and solid results in this very important issue had been taken in a rather short time. In this manner, the WG4 studies had triggered an efficient ISIN collection and dissemination process for emerging ANNA members.

I, as the convenor of the WG4, had attempted to arrange a meeting of the WG4 members several times in order to come together again for refreshing our vision, setting new objectives and new ideas. But, it could not be possible because of little support.

After some discussions on disbanding of WG4, it was agreed on both within the ANNA Board and at the level of the ANNA membership that the group provides valuable assistance to the emerging market ANNA members and there was a reluctance to let the group disband without some additional efforts to keep the levels of communication and cooperation progressing.

This proposal paved the way for the WG4 members for further gatherings and cooperation and hereafter AMEDA group will be a platform for exchange of ideas, thoughts and information on individual market practices, which helps the emerging ANNA members to get to know each other much better and leads them to further cooperation.

Task Force 19

The work of Task Force 19 was largely completed by the end of 2005, but due to the ANNA autumn meeting being postponed, the efforts of this group continued into Q1 2006.

At the Zurich meeting in late January 2006, the findings and proposal of the Task Force were presented to the ANNA membership for discussion. The outcome of these discussions was that the ANNA members voted 36-6 in favour of presenting a summary of their efforts and the proposed Look-Up Service to ISO for their consideration. The Task Force 19 memorandum endeavoured to provide ISO with full transparency on the limitations faced by ANNA with respect to the ISIN Licensing matter. The memorandum also emphasised that ANNA meets most but not all of the requirements (as defined by ISO) in its’ capacity as the Registration Authority for ISO 6166.

Following the approval of the resolution in January 2006, the Task Force members revised the ISO Memorandum and submitted it to ISO at the end of February, for their further consideration.

With the submission of this report, the efforts of the Task Force were put on hold for the remainder of 2006. ISO passed further assessment of the Task Force findings to SC4 which subsequently resulted in the formation of SC4 Working Group 1 – whose objectives were to assess the findings of the ANNA Task Force. Discussions within SC4 WG1 continued into 2007.

Task Force 19 remains an approved and functional group pending the results of the WG1 discussions.
